Utility partnership with Great Basin Internet Services (GBIS)?

Utility Telephone was founded in 1996 by Jason Mills, who chose to focus exclusively on providing telecommunications services to small and medium sized businesses.  However, the company has a partnership with Nevada ISP Great Basin Internet Services, Inc (GBIS).  In fact, a merger agreement was announced in October 2011, but evidently never consumated.
